France and Spain bilateral agreements on migration: current state of application in Senegal
The much cited “whole of government” approach to international migration management calls for governments, in collaboration with sub-federal agencies, migrant collectivities and the private sector to ensure that all aspects of migratory movements are sufficiently taken into account in a given policy response. Yet the lack of trust in the private sector, problems of coordination within different ministries and decentralised administrative structures are challenges that have remained. For instance, within the framework agreement signed with Spain in 2007, the Senegalese government is in charge of the vacancies publication, the selection of the potential candidates and the establishment of legal documents required for travel. Therefore a number of mechanisms to help implementing these agreements have been put in place in Senegal, such as the Commission Nationale de Gestion et de Suivi des Offres d’emploi (CNGSOE) created in 2008, the Office pour l’Emploi des Jeunes de la Banlieue (OFEJBAN) and the Agence Nationale pour l’Emploi des Jeunes (ANEJ). This study will comprise of three parts. The first part deals with the involvement of non-governmental actors in the second generation agreements on migration. A second part will consist of a survey of private sector commitments in the context of these agreements. This part will be enhanced by a field research including interviews with various actors involved in the migration management process in Senegal. A third part will highlight some recommendations on how to improve the role that private sectors can play in these agreements.
