Compliance with WTO Dispute Rulings

The quantitative literature on WTO disputes has focused on formal characteristics of the dispute settlement process, such as the initiation of disputes, and escalation to and rulings at the panel, Appellate Body, or compliance level. Scant attention is paid to whether rulings of the WTO are complied with. This project aims to address this research gap.

Based on archival research as well as interviews with experts, the project team created a new and extensive dataset that also captures features so far missing in existing datasets such as the extent of substantive implementation and the time it takes to implement WTO verdicts. This new dataset is used to test a theoretical framework that highlights the importance of domestic factors, such as the role of interest groups and the type of political system, as well as a country’s power to attain a more comprehensive understanding of compliance with WTO verdicts.
