Dr. Sherry M. Stephenson is head of institutional relations at the Organization of American States and an advisor on migration policy. She has worked for many years in international trade policy and has been involved with the negotiation and implementation of multilateral and regional trade agreements. She received a Ph.D. in International Economics from the University of Geneva Switzerland, an M.A. in Economics from New York University, and an M.A. in International Relations from the Graduate Institute of International Studies, Geneva. Prior to her position with the OAS, Dr. Stephenson was an Advisor to the Ministry of Trade, Government of Indonesia, for three years. Previous positions have been with the GATT and UNCTAD Secretariats in Geneva and with the Trade Directorate of the OECD in Paris. She has done consulting work for The World Bank, the Asian Development Bank, the Pacific Economic Cooperation Council, U.S. AID, the Commonwealth Secretariat and several national governments. She has written extensively on trade policy issues, particularly in the areas of regional economic integration, trade in services and non-tariff barriers to trade. She has published two volumes on trade in services, entitled Trade Liberalization and Facilitation (Asia Pacific Press, 2002) and Services Trade in the Western Hemisphere: Liberalization, Integration, and Reform (Brookings Institution, 2000). She has authored more than 60 papers and studies.
