Rosa Maria Losada Eiroa is Legal Advisor in the International Agreements Unit of the Federal Office for Migration (FOM) and PhD candidate in law at the World Trade Institute of the University of Bern. She was previously an officer at the Swiss Federal Department of Finance and the Swiss State Secretariat for Economic Affairs, SECO. Prior to coming to Switzerland, Rosa Maria was a legal counsellor working on issues of Galician migrant return, for the Spanish regional government of Galicia. Since September 2009, Rosa Maria has also been pursuing her doctoral thesis in law at the University of Berne on « Switzerland’s migration partnerships in the European context” under the supervision of professors Dr. Marion Panizzon and Dr. Thomas Cottier. Her doctoral thesis is sponsored by the FOM and is part of the Trade, Development and Migration project of the NCCR Trade Regulation. Her publications include a commentary of Articles 3, 30 and 39 in a commentary on the Swiss Alien Act, edited by Thomas Gächter, Daniela Thurnheer and Martina Caroni (forthcoming 2010) and a book contribution on Swiss migration partnerships co-published with Laurent Perriard, Odile Rittener and Stefano Toscano in the volume Migration and Mobility Partnerships: Unveiling the Promise edited by Rahel Kunz, Sandra Lavenex and Marion Panizzon (forthcoming 2010). Rosa Maria received her MLaw degree from the University of Berne and is a solicitor trainee in Spain. She is married and has two daughters.
