Donah Baracol-Pinhão was a former Research Fellow of the WTI and a graduate of the WTI MILE 1 programme. She has extensive experience in trade and agriculture, having worked for six years as economist for the Philippine sugar industry and having been a member of the technical working group of the Philippine Task Force for the WTO agriculture negotiations (TF-WAAR), the government-private sector body responsible for formulating national agriculture negotiating positions in the WTO. During this period, she was also a technical advisor in the drafting of the Philippine safeguards law and other legislative measures on trade remedies. She has worked on a range of issues including sanitary and phytosanitary measures, preferential trading arrangements as well as EU external relations. In 2006 she started to be involved in environmental goods and services in the WTO negotiations and their significance on climate change mitigation. She has written and published on the abovementioned areas of interests and now works as an independent consultant. Her projects have included work commissioned by the WTI, South Centre, International IDEA and the EU, among others. She has just started a PhD programme in Governance and Sustainable Development with the University of Twente in the Netherlands and will write on the impacts of climate change on governance of shared water resources. She is now based in Portugal.
