Individual project (IP) 8 on Developing Trade Rules for Services addresses the liberalization and regulation of international trade in services, including labour migration, investment and employment within the framework of the World Trade Organization (WTO). IP8’s mandate, as part of NCCR-Trade's cluster dedicated to unresolved regulatory issues, is to investigate and propose rules for an evolving international legal framework for trade in services within the multilateral regime of GATS.  Our research will monitor closely the development of services disciplines in regional or bilateral trade and non-trade agreements in view of assessing how to transpose or not such regional experiences to the multilateral level. The ultimate test for IP8’s work will be how legal practice and political parameters judge the draft rules and policy recommendations put forward in IP8, and if bargaining posititions can be formulated and negiotiating interest groups formed. The question of coherence underlying the research of IP8 will be how a multilateral, non-discriminatory and transparent regulatory regime for services may benefit from institutional, jurisdictional, jurisprudential and factual linkages to labour, investment and finance while respecting and promoting human rights, due process and transparent democratic participation.
