Abstract The paper starts with a discussion on how agency is treated in contemporary IR. Secondly, it reviews existing PA-based analyses, points to a number of caveats and suggests a “new twist” within existing conceptual frameworks. Thirdly, the paper briefly addresses the various roles of the Secretariat and assesses autonomy over time. Fourthly, the question of why delegation is so difficult is discussed and fifthly, the paper concludes with a cautionary note on IOs’ pathologies. |
